Rates to be used in Certificate of Need Applications
Effective December 19, 2008, the following rates to be used in 2009 certificate of need applications for new nursing facilities and new adult care homes based on bed need determinations in the 2009 State Medical Facilities Plan (SMFP).
Adult care home rates for 2009 SMFP certificate of need applications
- Monthly state-county special assistance rate is $1,207. For special care units, the monthly rate is $1,515.
- The Medicaid basic personal care services reimbursement rate is $16.74 per day for facilities with 30 or fewer adult care home beds.
- The Medicaid basic personal care services reimbursement rate is $18.98 per day for facilities with 31 or more adult care home beds.
Medicaid Personal Care enhancements:
- Assistance with eating & toileting is $14.51 per day
- Assistance with eating is $10.69 per day.
- Assistance with toileting is $3.82 per day.
- Assistance with locomotion is $2.73 per day.
New fee schedule approved for Special Care Units for people with Alzheimer's (SCU-A) and related disorders:
- The Medicaid rate is $46.79 per day for facilities with 30 or fewer adult care home beds and an SCU-A.
- The Medicaid rate is $51.25 per day for facilities with 31 or more adult care home beds and an SCU-A.

For nursing facility and adult care home applications for new beds pursuant to a bed need determination in the 2009 SMFP, project future costs and charges in constant 2009 dollars; that is, assume no increase in costs, rates, or charges (a zero percent inflation rate).
