Volunteer Health Services Act

The North Carolina General Assembly enacted legislation that has created a new program that is based on the following findings:

  1. Access to high-quality health care services is a concern of all persons.
  2. Access to high-quality health care services may be limited for some residents of this state, particularly those who reside in remote, rural areas or in the inner city.
  3. Physicians and other health care providers have traditionally worked to ensure broad access to health care services.
  4. Many health care providers from North Carolina and elsewhere are willing to volunteer their services to address the health care needs of North Carolinians who may otherwise not be able to obtain high-quality health care services.

The General Assembly further finds that it is the public policy of this state to encourage and facilitate the voluntary provision of health care services.

This new program went into effect on January 1, 2013 and provides a process that allows for the registration of sponsoring not-for-profit organizations who want to organize or arrange for the voluntary provision of health care services in North Carolina. The forms must be completed by any proposed sponsoring organization and submitted along with the $50.00 registration fee for approval to the North Carolina Department of Health and Human Services, Division of Health Service Regulation, Office of Emergency Medical Services 2707 Mail Services Center, Raleigh, North Carolina 27699-2707.
