About Us

Director of the Division of State Operated Healthcare Facilities: Dale C. Armstrong, Fellow of the American College of Healthcare Executives (FACHE), MBA

At the N.C. Division of State Operated Healthcare Facilities, we oversee and manage 14 State Operated healthcare facilities that treat adults and children with mental illness, developmental disabilities and substance use disorders. We devise statewide standards of care that are unique to each disability group and program that best meet the treatment and care needs of the populations served. We partner with regional advocacy groups, local management entity/managed care organization (MCO), provider systems, the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services as well as other stakeholders.

Mission Statement:
The mission of the N.C. Department of Health and Human Services is, in collaboration with our partners, to protect the health and safety of all North Carolinians and provide essential human services.  

Purpose of the Division of State Operated Healthcare Facilities:
We are a system of healthcare facilities that respects the dignity of individuals and provides individualized, compassionate, efficient, quality care to citizens of North Carolina with developmental disabilities, substance use disorders and psychiatric illnesses and whose needs exceed the level of care available in the community.
