Social Services Commission

Budget Operations
The Budget Office is responsible for adminstering a $1.3 billion budget for Public Assistance and Social Service Programs through out the State of North Carolina. In this role, this office is responsible for all financial and operational activities as well as administrative management functions and contract related activities

Family Support & Child Welfare Services
The Family Support Section is committed to provided family centered services to children and families to achieve well-being through ensuring self-sufficiency, support, safety and permanency.
The section is made up of the following units:

Performance Management/Reporting & Evaluation Management
The Performance Management Section is comprised of the following units:
Information Systems Support
The mission of this unit is to provide information technology support to County Department of Social Services and to the State Division of Social Services. County support includes assistance with network design and equipment purchases. Internal support includes application software and hardware support.
Quality Assurance
The Quality Assurance Section monitors Food and Nutrition Services to assure the correct application of Federal and State Laws and the proper administration of benefits to recipients. Feedback is given to both State and Federal officials as required and it utilized by program staff to enhance service delivery and improve program outcome goals.
Program Compliance
The Program Compliane Section is responsible for a number of operational and adminstrative activities and Division-wide and inter-Division projects for the Division of Social Services. Responsibilities include managing the Division's APA process and staffing the Social Service Commission in order for it to carry out requirements pursuant to G.S. 143B-153; coordinationof the Division's contract activities to ensure that all controls are in compliance with applicable rules and regulations; management of the Division's Limited English Proficiency effort to ensure appropriate access to services for non-English speaking families; and coordination of the Division's HIPAA effort. Administrative Services handles purchasing and administrative management functions which include facility management, parking, printing, inventory and asset control, telephone service, safety, and warehouse management for the entire Division.
Performance Reporting & Evaluation
The two primary functions of this area are (1) to collect, analyze and report data as it relates to the programs operated by the Division, and (2) to provide support for the various computerized systems operated and/or utilized by the Division. Program planning and evaluation, systems analysis and maintenance, and Internet utilization are also responsibilities of this area.

Economic Services
The Economic Services Section provides guidance and supervision for county departments of social services in administering Food and Nutrition Services and the Energy Program to ensure that these economics support program focus on the goals of providing accurate and timely assistance to families in economic crisis. The Section also supports Program Integrity activities by providing technical assistance to counties in the areas of detecting and preventing the occurrence of erroneous payments and prosecuting fraud. Economic Services also provides guidance and support for the Refugee Services Program that includes cash and medical benefits as time limited assistance, and a wide range of services to foreign born individuals and families in order to enable them to become self supporting and self sufficient.

Child Support Enforcement
Child Support Enforcement is responsible for the consistent collection of child support money from non-custodial parents. The goal of this section is to collect as much child support money as possible for the benefit of North Carolina's children.


Human Resources
Manages all personnel issues for the Division of Social Services.
