 N.C. State Rehabilitation Council

The N.C. State Rehabilitation Council (SRC) was established under the authority of the federal Rehabilitation Act of 1973 and North Carolina General Statutes.

Appointed for three-year terms by the Governor, the President Pro-Tem of the Senate and the Speaker of the House, members are selected after recommendations are received from organizations representing a broad range of individuals with disabilities and organizations interested in individuals with disabilities. The majority of the members have disabilities.

The council’s primary purpose is to work in partnership with the Division of Vocational Rehabilitation Services by providing guidance in developing and expanding vocational rehabilitation services in order to maximize the employability and independence of individuals with disabilities.

The council further provides customers and stakeholders of vocational rehabilitation services with a formal mechanism by which to influence the policies and direction of the Division of Vocational Rehabilitation Services at the highest administrative level. The council’s meetings are open to the public.

NCSRC Subcommittees

Executive Committee

The primary purpose of the executive committee is to:

  • Set the overall direction for the council.
  • Take the lead in determining how the council will address the mandated functions of the SRC.
  • Assure that SRC members are familiar with their roles and responsibilities within the council.
  • Guide and assist the division with the development of the state plan.
  • Guide and assist the division with the development of the comprehensive needs assessment.

Consumer Input and Public Outreach Committee

The primary purpose of the Consumer Input and Public Outreach Committee is to:

  • Use varied methods to seek and obtain input and feedback directly from consumers and other stakeholders to evaluate the effectiveness of programs and services.
  • Use varied methods to seek and obtain input and feedback directly from consumers and other stakeholders to evaluate the effectiveness of the Department of Health and Human Services and other public and private agencies in the state that provide rehabilitation services, along with services provided by the division which affect or potentially affect the ability of clients to achieve an employment outcome.

Policy, Procedure and Plan Review Committee

The primary purpose of the Policy and Rules Committee is to:

  • Review division policy and rules subject to the Administrative Procedures Act.
  • Use public feedback to make recommendations to the division concerning policy changes.
