  • The OSC/BEACON team is working with the Office of State Personnel and the Office of State Budget and Management to fully understand Executive order No. 11 (Establishing and Implementing a Flexible Furlough Plan for the 2008-09 Fiscal Year). This office will share the details regarding the process for implementing the governor’s order as soon as possible.

    Note: This change will not impact the monthly April pay date or the biweekly May 1 pay date.


Thursday, April 24, 2009:
  • REVISION: HR Managers, please share with your HR staff.

    1. The effective date of an appointment change action (ex. Probationary to Permanent) will be on a current basis (the date you are processing the action) if there is no salary change associated with the action. Note in the comments on the PCR and the Action the effective date that the action
    should have originally been processed (the date the employee reached permanent status).

    2. If the appointment change action does have a salary change associated with it, then you will need to process the action with the retro-active date. If the retroactive date is more than 30 days in the past, then OSP approval is required. Since Agency Approvers (Central Office) are not included in the workflow for appointment changes, there is no mechanism to send the PCR to OSP for approval. To obtain the required OSP approval, please follow these instructions:

    Complete the BSS Employee Maintenance Form, and e-mail it to Tracy Martin (Central Office), include current freeze release information (DHHS & OSBM approval). Do not initiate a PCR at this time.

Once OSP approval is received, Tracy Martin will send you an e-mail notification with instructions on how to complete the process.

Please be reminded, you should be tracking appointment changes and other future actions via the Monitoring of Tasks tool in SAP, this will help reduce the number of retroactive, (untimely) actions to be processed.
