HR Managers,
I wanted to let you know that we will not be moving forward
on any of our banding work. Kathy, Don and I met with OSP
last week and discussed our situation. After that meeting,
as well as discussions with senior leaders in DHHS, we have
decided not to move forward at this time.
Many factors went
into the decision. We looked at work loads, upcoming priorities
in our agency, funding barriers, other cabinet agency decisions
and OSP's future direction for this project. Based on a
review of those, we felt it better to stop our career banding
projects
(Institutional Services, Trades, Administrative Support,
Social Research, and Legal.)
What this means for the future
is that Law Enforcement and IT will be our only two banded
groups and your offices will continue using Career Banding
policies to run those two programs. Barb and Mike will
continue their work on performance management, as those
changes will
occur regardless of banding. We will discuss this further
at your next HR Managers meeting with Rickye and Don.
I appreciate all the hard work that you have invested
in this project. I hope career banding will be revived
when
the time is right. We have learned a great deal about
our agency, our customers, each other, and about the
challenges
of any systems change. All of this should make us even
more skilled as we move forward on other adventures.
