Organizations have historically looked at Performance Management as simply the workplan. What are the duties of each employee? What rating should I give each member of my unit? But Performance Management is a much broader concept, building on organizational strategic planning. It encompasses the relevant communication and coaching for unit and employee progress toward the business goals.

What does this mean day to day? True performance management focuses not just on tasks and duties, but even more importantly, on outcomes. Training, loyalty and punctuality are necessary, but they are not results. "PM" is as much about products and services as it is about development and improvement; it steers our focus from "busy" to "effective."

Who is responsible for managing performance? Everyone in the organization is critical--directors, managers, supervisors, and employees. All form the workteam that will build and sustain the organization and its strategic plan.
