The Department of Health and Human Services (DHHS) seeks your ideas and feedback as we begin developing a strategic plan for implementing the 1915 (b)/(c) Medicaid Waiver statewide as required in House Bill 916.  An “initial draft” of a State Waiver Strategic Plan has been compiled that identifies six strategic objectives with action steps and milestones for your consideration.  The final strategic plan is due to DHHS by September 1 and to the NC General Assembly by October 1, 2011. In the Spring, 2010, The Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS), contracted with Mercer, a national consulting firm, to do a review of the organizational structure of DMH/DD/SAS.  The purpose was to assure that DMH/DD/SAS is properly configured to appropriately oversee the service delivery system for mental health, developmental disability and substance abuse services given the challenges and changes the system faces moving toward increasing numbers of 1915 b/c waiver entities and the implementation of sweeping health reform.  Mercer came on site last Summer, interviewed many of our sections and Teams, our executive leadership, and stakeholders.  The result is the report attached here.  Also attached is the response which DMH/DD/SAS has written and has begun to implement, based upon the recommendations from Mercer.  The report and the response have been approved by DHHS.
