The Division's organizational structure is designed to implement the public mental health, developmental disability and substance abuse service system.
The substance of the Division's goals and objectives will guide the development of the workings of the Division and that work will be carried out through this organizational structure.
The Division's central administration consists of the Director's Office and five sections organized along functional lines. The five sections of the Division are Community Policy Management, Resource/Regulatory Management, Advocacy and Customer Service, and Operations Support and Clinical Policy.
Our programs are governed by rules created by the MHDDSA Commission. We are advised by the State Consumer and Family Advisory Committee.
The division works closely with the N.C. Division of State Operated Healthcare Facilities, which manages all mental health, developmental disability, and substance abuse facilities.

Jim Jarrard is the acting director of the North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS). Jarrard has been with DMH/DD/SAS since 1994, serving in a variety of roles, most recently as deputy director since 2010. Prior to becoming deputy director, Jarrard was chief of the Resource and Regulatory Management Section, which is responsible for fiscal monitoring, accountability, and regulatory compliance, support of information technology and contracts management. He also served as a team lead for Accountability. Jarrard holds a doctorate in theology and was a pastoral counselor and parish minister before joining the Division.
The Director's Office provides strategic and operational leadership and oversight for the public MH/DD/SAS system. This office sets the overall policy direction of the Division under the supervision and leadership of the Secretary of the Department of Health and Human Services (DHHS). The Division Director seeks the involvement of all stakeholders in the public services. Clinical leadership ensures the quality and effectiveness of service delivery and the continuum of care and strengthens the clinical relationship between the public, private and academic sectors.
This section is responsible for providing consumer advocacy leadership. It is responsible for: Ensuring that state-operated healthcare facilities and community-based systems remain compliant with rights protections for recipients of supports and services. Developing, maintaining and advancing relationships with advocacy organizations and ensuring that disability populations are adequately represented in the Division's planning, implementation, management and improvement efforts. This section is primarily responsible for leadership, guidance and management of relationships with the local management entities (LME/MCOs). This section collaborates with a wide variety of public and private partners and customers, to promote recovery through the reduction of stigma and barriers to services.

This section is responsible for implementing the operational functions of the Division. It is responsible for all matters related to planning, rule and policy development, media relations, trainings and communication with external stakeholders.
