Comprehensive Waiver

The North Carolina CAP-MR/DD Comprehensive Waiver is a Home and Community-Based Services (HCBS) Waiver that is approved by the Centers for Medicaid and Medicare Services under Section 1915 (c) of the Social Security Act. The Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS) is the operating agency for the waiver and is responsible for the management of the waiver at the state level, and the Division of Medical Assistance (DMA) is the administrative authority overseeing the overall operation of the waiver according to federal and state guidelines. The Local Management Entities (LMEs) are designated as lead agency(ies) and have the responsibility for the day to day operation of the waiver at the local level. The LMEs must assure that all requirements of the waiver and all programs in the public MH/DD/SAS service system are adhered to and monitored. The array of services/supports funded as CAP-MR/DD services are provided in local communities by Medicaid enrolled providers that meet state and federal regulations and National Accreditation requirements.
