System Transformation Dr. Alice Lin's Implementation Review The State Strategic Plan 2007-2010 Mental Health Reform: Milestones & Accomplishments (3/07) Mental Health Reform: Tasks & Outcomes (3/07) Transformation of the public Mental Health, Developmental Disabilities and Substance Abuse Services system in North Carolina was in response to studies and reports (such as research from the 2003 NC Medical Journal and the 2003 report from the President's New Freedom Commission on Mental Health: Achieving the Promise: Transforming Mental Health Care in America). Work toward a transformed system in North Carolina is captured each year in our state plans. State Plan 2007, called the State Strategic Plan 2007-2010, is a strategic plan for the next three years. It defines the specific objectives, action steps and milestones to be undertaken over the next three fiscal years for continued implementation of reform and transformation of the MH/DD/SA services system as required by the NC General Assembly. One pivotal aspect of transformation is increasingly serving people in their communities of choice. This means less hospitalization and more crisis and community services.
