Community Services Block Grant Program
The Community Services Block Grant (CSBG) Program was created by the federal Omnibus Budget Reconciliation Act of 1981. This federal block grant is administered by the states with the purpose of providing financial assistance to eligible entities at the local community level. These organizations (primarily Community Action Agencies) provide a range of services designed to assist low-income people to attain the skills, knowledge, and motivation necessary to achieve self-sufficiency.
Low-income participants are assisted with employment, education, better use of available income, housing, emergency assistance, community involvement, and more effective use of other resources.
What is an eligible entity?
A CSBG eligible entity is any organization that held official designation as a community action agency or limited purpose agency as of the passage of the Community Opportunities, Accountability, and Training and Educational Services Act of 1998 (also cited as the CSBG Act) and which has not lost that designation as a result of a failure to comply with the provisions of the act. These agencies must serve low-income populations and be governed by a tri-partite board. This board structure consists of elected public officials, representatives of the low-income community, and appointed representatives from the private sector.What is a Limited Purpose Agency?
In North Carolina, a Limited Purpose Agency is any agency funded by the Community Services Administration in Federal Fiscal Year 1981 and funded in 1982 by the Office of Economic Opportunity for the purpose of operating projects for a specific target population, such as senior citizens, or for a specific program area, such as economic development.What are the goals of CSBG?
Six national goals of the Results-Oriented Management and Accountability (ROMA) system summarize the objectives of the CSBG Program. These six goals for community action respect the diversity of the network and provide clear expectations of results. ROMA was incorporated in the CSBG Act in 1998.Goal 1: Low-income people become more self-sufficient.
Goal 2: The conditions in which low-income people live are improved.
Goal 3: Low-income people own a stake in their community.
Goal 4: Partnerships among supporters and providers of service to low-income people are achieved.
Goal 5: Agencies increase their capacity to achieve results.
Goal 6: Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive systems.All Community Action Agencies and eligible entities are required to submit annual outcome reports based on these goals.
