Program Overview

The Alcohol and Drug Abuse Treatment Centers (ADATCs) serve adults in need of substance use disorder treatment and psychiatric stabilization. They offer an array of specialized programs to meet the complex needs of their population, including statewide perinatal treatment, opioid treatment, and evidence-based treatment for trauma survivors and veterans. The ADATCs are specifically designed to provide short-term, medically monitored detoxification/crisis stabilization to prepare adults with substance use and co-occurring mental health disorders for ongoing community-based recovery services. 

ADATC services are curated to assist adults who:

• Have a substance use disorder or co-occurring substance use and mental health disorders
• Experience toxic effects and potentially dangerous withdrawal symptoms that require a medical detoxification
• Have chronic and/or concurrent acute medical conditions that pose significant risk during detoxification/treatment and require medical monitoring by primary care physicians
• Need supervised medication management
• Have difficulty making sufficient clinical gains at a given level of care
• Require daily monitoring/support and cannot be served in a lower level of care
• Are on an Involuntary Substance Abuse and/or Involuntary Mental Health Commitment

Admission Information

Eligibility

Admission is available to any adult in North Carolina regardless of financial resources or insurance status.

Referrals

Referrals to the Alcohol and Drug Abuse Treatment Centers are made through Local Management Entities/Managed Care Organizations (LMEs/MCOs) or community providers. If the patient does not have a community provider, the LME/MCO for their county can assist with scheduling an initial appointment with a provider in their area. Please reference the LME/MCO Directory to find the appropriate LME/MCO.

Cost and Financial Arrangements

The daily rate for services is based on a sliding scale. Health insurance, Medicare, and/or Medicaid coverage can be applied. Ability to pay does not contribute to ADATC admission decisions. Financial details are addressed during the admission process.

Opioid Treatment Program

The inpatient Opioid Treatment Program (OTP) permits individuals to receive Medications for Opioid Use Disorder (MOUD). The program is offered at both ADATCs and is well suited for patients with co-occurring substance use disorders (SUDs). Patients are required to have existing enrollment with an outpatient MOUD Provider or verify enrollment with an MOUD Provider upon discharge. Inpatient OTP is designed to benefit adults who, despite intensive outpatient treatment, have relapsed or engaged in continued substance use. The detoxification and acute inpatient treatment intend to provide an opportunity for patients to reorient themselves and remain successful in a maintenance program. If continued opioid treatment services are required following discharge, the ADATCs will coordinate with the referral source or LME/MCO to ensure a community provider is established for required maintenance dosing.

Adults seeking OTP services are referred from:

• Outpatient community-based treatment programs for initiation of MOUD services or stabilization of outpatient services
• Community hospitals for crisis stabilization and initiation of MOUD services

Once the OTP referral packet is received with all required documentation, admissions staff will conduct a telephone interview with the referred individual. Following the interview, the OTP manager and admissions team will review the referral information. Finally, the OTP admitting physician will formally approve inpatient admission or provide alternative recommendations for care.

Perinatal Program

Both ADATCs permit pregnant patients with substance use disorders or co-occurring substance use and mental health disorders to receive treatment throughout their pregnancy. Medical services for patients include prenatal and postpartum care through onsite and community referrals.

Human Rights Committee

The Human Rights Committees (HRCs) consists of members appointed by the Secretary of DHHS to monitor the protection of the human, civil, legal, and treatment rights of those living in the facility. The committee reviews cases of alleged rights violations and mistreatment. Members of the Human Rights Committee are available to hear the concerns of any patient, parent, or guardian if violations of rights occur.
