Neuro-Medical Treatment Centers
Program Overview
The Neuro-Medical Treatment Centers (NTCs) are specialized Skilled Nursing Facilities (SNFs) certified by the Centers for Medicare and Medicaid Services (CMS) under the Omnibus Budget Reconciliation Act long term care regulations. The three state operated facilities serve adults with chronic and complex medical conditions that co-exist with neurodevelopmental and/or neurocognitive disorders and/or a diagnosis of severe and persistent mental illness. The health and physical status of these residents require 24-hour supervision, daily nursing care, and assistance with activities of daily living.

| Specialized Neurocognitive Disorders and Related Alzheimer's & Dementia Treatment | Neuro-Medical Treatment Centers offer programming to serve people who meet skilled nursing level of care criteria with a primary neurocognitive disorder related to a diagnosis of Alzheimer's or related dementias and whose behavioral health needs surpass the support available in the community. |
| Specialized Skilled Nursing Treatment for People with Severe & Persistent Mental Illness | Neuro-Medical Treatment Centers offer programming to adults with a primary medical diagnosis and cooccurring severe and persistent mental illness that no longer requires acute psychiatric care and whose behavioral health support needs cannot be met in an alternative skilled nursing setting. |
Referrals to the Neuro-Medical Treatment Centers
The Neuro-Medical Treatment Centers support adults with chronic and complex medical and/or behavioral conditions that coexist with neurocognitive disorders, neurodevelopmental disorders, or severe and persistent mental illness. We provide 24-hour skilled nursing care and specialized support to meet the health and physical needs of the residents and ensure their quality of life.
Criteria for all admissions include:
• Clinical treatment needs that meet the Skilled Nursing Facility (SNF) level of care with a neurocognitive disorder, neurodevelopmental disorder, or severe and persistent mental illness with primary nursing needs; AND
• Chronic and complex medical and/or behavioral support needs; AND
• There are no community based programs available at the time of referral which can provide for the treatment needs of the person
The referral process requires a Pre-Admission Screening and Resident Review (PASRR) for SNF eligibility (a required screening of any individual who is being considered for admission into a Medicaid Certified Nursing Facility regardless of the source of payment), documentation of a primary medical or Alzheimer’s or related dementias diagnosis, and evidence of prior consideration of community alternatives of care.

Human Rights Committee
The Human Rights Committee (HRC) provides additional safeguards for protecting the human, civil, legal and treatment rights of residents and is composed of five members knowledgeable about mental health and nursing care issues; none of whom are currently employed by the Division of State Operated Healthcare Facilities (DSOHF). Committee members are appointed by the Secretary of the NC Department of Health and Human Services (DHHS). The HRC meeting schedules are below.
