North Carolina Reproductive Health Services

This website fulfills the requirements of North Carolina Session Law 2023-14/Senate Bill 20. It provides information and resources for anyone considering an abortion in the state of North Carolina to comply with the law. NCDHHS is required to make certain information available under this statute. The laws governing abortion services in North Carolina changed effective July 1, 2023.

This website also includes general information related to other reproductive health services. Family planning and contraception services assist individuals before they become pregnant to reduce unintended pregnancies and improve birth outcomes.  Preconception services provide care to improve a person’s overall wellness before they become pregnant. Pregnancy services assist individuals during and after pregnancy, while preconception/inter-conception services provide care before and in between pregnancies.

Abortion Services

People should discuss what is legal with their providers. However, with some specific requirements and exceptions, North Carolina Session Law 2023-14 generally describes when abortions are legal as:

  • During the first 12 weeks of a pregnancy.
  • When a qualified physician determines there exists a medical emergency.
  • Through the 20th week of a pregnancy, when the pregnancy is a result of rape or incest.
  • During the first 24 weeks of a pregnancy, if a qualified physician determines there exists a life-limiting anomaly in the fetus.
