Two projects from the North Carolina Department of Health and Human Services – the Energy Provider Portal and the Encounter Processing System – have been selected as finalists for the NC TECH Awards for the best use of technology. The NC Tech Awards is North Carolina's only statewide technology awards program that recognizes innovation, growth and leadership in the tech sector and is presented by the NC TECH (North Carolina Technology Association).
NCDHHS established the Energy Provider Portal to streamline the management of programs that provide low-income North Carolinians with assistance to keep their heating, cooling and water utilities running as they recover from a financial hardship. The portal allows utility providers and all 100 counties to quickly share information, getting much-needed assistance to citizens faster. Since the initial launch of the Energy Provider Portal in late 2021, over $140M in assistance has been paid to utility providers on behalf of over 430,000 applicants in need.
The Encounter Processing System is an important part of the department’s shift to Medicaid managed care. This transition provided the opportunity to create a more efficient, and secure, health care delivery system for almost 2 million Medicaid beneficiaries. As part of the Medicaid Managed Care Transformation and North Carolina’s 1115 waiver implementation, NCDHHS’ Division of Health Benefits implemented the Encounter Processing System to process a variety of data submitted by Prepaid Health Plans, including services provided to beneficiaries and payments.
