Program Overview

The Alcohol and Drug Abuse Treatment Centers serve adults in need of substance use disorder treatment and psychiatric stabilization. They offer an array of specialized programs to meet the complex needs of their population, including statewide perinatal treatment, opioid treatment, and evidence-based treatment for trauma survivors and veterans. The ADATCs are specifically designed to provide short-term, medically monitored detoxification/crisis stabilization to prepare adults with substance use and co-occurring mental health disorders for ongoing community-based recovery services. 

ADATC services are curated to assist adults who:

  • Have a substance use disorder or co-occurring substance use and mental health disorders.
  • Experience toxic effects and potentially dangerous withdrawal symptoms that require a medical detoxification.
  • Have chronic and/or concurrent acute medical conditions that pose significant risk during detoxification/treatment and require medical monitoring by primary care physicians.
  • Need supervised medication management.
  • Have difficulty making sufficient clinical gains at a given level of care.
  • Require daily monitoring/support and cannot be served in a lower level of care.
  • Are on an Involuntary Substance Abuse and/or Involuntary Mental Health Commitment.

Admission Information

Eligibility

Admission is available to any adult in North Carolina regardless of financial resources or insurance status.

Referrals

Referrals to the Alcohol and Drug Abuse Treatment Centers are made through Local Management Entities/Managed Care Organizations or community providers. If the patient does not have a community provider, the LME/MCO for their county can assist with scheduling an initial appointment with a provider in their area. Please reference the LME/MCO Directory to find the appropriate LME/MCO.

The following information is required for admission to an ADATC:

  • A completed Regional Referral Form.
    • Can be completed electronically or printed to complete by hand.
  • Release(s) of information
  • Medical Records

Cost and Financial Arrangements

The daily rate for services is based on a sliding scale. Health insurance, Medicare and/or Medicaid coverage can be applied. Ability to pay does not contribute to ADATC admission decisions. Opioid Treatment Program

The inpatient Opioid Treatment Program permits individuals to receive Medications for Opioid Use Disorder. The program is offered at both ADATCs and is well suited for patients with co-occurring substance use disorders. Patients are required to have existing enrollment with an outpatient MOUD Provider or verify enrollment with an MOUD Provider upon discharge. Inpatient OTP is designed to benefit adults who, despite intensive outpatient treatment, have relapsed or engaged in continued substance use. The detoxification and acute inpatient treatment intend to provide an opportunity for patients to reorient themselves and remain successful in a maintenance program. If continued opioid treatment services are required following discharge, the ADATCs will coordinate with the referral source or LME/MCO to ensure a community provider is established for required maintenance dosing.

Adults seeking OTP services are referred from:

  • Outpatient community-based treatment programs for initiation of MOUD services or stabilization of outpatient services.
  • Community hospitals for crisis stabilization and initiation of MOUD services.

Once the OTP referral packet is received with all required documentation, admissions staff will conduct a telephone interview with the referred individual. Following the interview, the OTP manager and admissions team will review the referral information. Finally, the OTP admitting physician will formally approve inpatient admission or provide alternative recommendations for care.

Perinatal Program

Both ADATCs permit pregnant patients with substance use disorders or co-occurring substance use and mental health disorders to receive treatment throughout their pregnancy. Medical services for patients include prenatal and postpartum care through onsite and community referrals.

Human Rights Committee

The Human Rights Committees consists of members appointed by the Secretary of DHHS to monitor the protection of the human, civil, legal and treatment rights of those living in the facility. The committee reviews cases of alleged rights violations and mistreatment. Members of the Human Rights Committee are available to hear the concerns of any patient, parent, or guardian if violations of rights occur.

Julian F. Keith Alcohol and Drug Abuse Treatment Center was established in Black Mountain, N.C., in 1969. As the need for substance use treatment in North Carolina grew, JFK evolved and expanded to provide the array of medically monitored services that are offered today.

Inpatient Services

Acute Care Unit

The ACU is staffed with an interdisciplinary team that provides medically monitored detoxification services for substance use patients and psychiatric stabilization for substance use patients with co-occurring mental health disorders. Involuntary and voluntary admissions are considered.

Acute Rehabilitation Services

Acute rehabilitation services consist of a full day of therapy groups, classes, and activities to help individuals understand the addiction process and the impact of co-occurring mental health disorders. Education and tools to begin the recovery process are also provided. At discharge, individuals are referred for continuing treatment through local mental health providers, programs, self-help groups and other outpatient resources.

Outpatient Services

JFK ADATC Outpatient Services include pre-admission and post-discharge Peer Support Services. 
Pre-admission services are provided to individuals who have been approved for admission to our facility. A Certified Peer Support Specialist contacts individuals on the waiting list to offer support and resource connections to help them follow through with their scheduled admission date.
Post-discharge services are provided to individuals for up to 30 days following their discharge from the rehabilitation unit or acute care unit. Certified Peer Support Specialists offer support and resource connections to aid in early recovery efforts.  

Certified Peer Support Specialists support individuals by:

  • Sharing their own recovery experiences.
  • Linking individuals with community resources.
  • Accompanying individuals to recovery support meetings.
  • Connecting individuals with resources for employment, food, clothing, vital records, phone, transportation and community-based treatment.
  • Making introductions to establish connections with other Peer Support Specialists in their community.

Inpatient Services

Lakeside Psychiatric Hospital

Lakeside Psychiatric Hospital provides inpatient psychiatric treatment for adults that is supervised by licensed, mental health professionals. These patients require more exhaustive psychiatric services than what is available through community outpatient or intensive outpatient providers.

Woodside Treatment Center

Woodside Treatment Center provides inpatient crisis detox and crisis stabilization services treatment for adults with substance use or co-occurring substance use and mental health disorders. All admissions are based on medical necessity.

Outpatient Services

WBJ ADATC's Outpatient Opioid Treatment Program Clinic provides treatment to adults by using Medications for Opioid Use Disorder, methadone and buprenorphine. An individualized comprehensive program is provided by a team of professionals trained in the treatment of opioid use disorder. Daily dosing of methadone or buprenorphine assists with reducing opioid withdrawal symptoms and cravings, which increases an individual's ability to focus energy on their day-to-day life in recovery. OTP services are certified by the United States Substance Abuse and Mental Health Services Administration/Center for Substance Abuse Treatment, The Joint Commission and the N.C. State Opioid Treatment Authority.

Outpatient OTP services include, but are not limited to:

  • Medical evaluation and medication dispensing
  • Individual counseling
  • Group counseling
  • Psychiatric services
  • Overdose prevention education
  • Psychoeducation
  • Encouraging community involvement
  • Referral to additional services and resources
  • Random urine drug screens
