Once a county child welfare agency is notified of the identification of a substance affected infant, it will develop a Plan of Safe Care and refer the infant and family to its local Care Management for At-Risk Children (CMARC) program, a partnership between the Division of Health Benefits (DHB) and the Division Child and Family Wellbeing (DCFW). Families of substance affected infants will have the option of utilizing CMARC services to address identified needs.
CMARC works with families on a voluntary basis with a goal of improving children's health outcomes. CMARC is an at-risk population management program that currently serves children ages birth to five that have experienced adverse life events (including but not limited to parental substance abuse or neonatal exposure to substances), children discharged from the neonatal care unit and children with special health care needs.
