Tony Davis is the director of the Division of Services for the Deaf and the Hard of Hearing within the N.C. Department of Health and Human Services. DSDHH provides telecommunications relay services, direct client services, training, and consultation to local, state and federal agencies and businesses across the entire state.

Davis has been with the DSDHH since 2018, first serving as the Hard of Hearing Services Coordinator and then as the Accessibility Resources Program Manager. Prior to joining DSDHH, Davis was a Deaf and Hard of Hearing Services Specialist with the Minnesota Deaf and Hard of Hearing Services Division and brings over 25 years of health and human services experience, including working with populations of all ages in the medical and mental health, long-term care, tribal and school settings. 

He was the founder and co-chair of the Communication Access in North Carolina Prisons task force and was the lead for the Telehealth Accessibility work group which partnered with the National Consortium of Telehealth Resource Centers to publish guidance materials for Deaf, Hard of Hearing, and DeafBlind patients, their healthcare providers, and American Sign Language (ASL) interpreters. Davis is a Certified ADA Coordinator and has been involved with several key projects that have led to system accessibility, including work with the North Carolina Administrative Office of the Courts, North Carolina Department of Adult Corrections and the North Carolina Division of Motor Vehicles.  

Davis received his master’s degree in social work from Gallaudet University and a bachelor’s degree in psychology from California Humboldt State University. He is the recipient of the State of North Carolina Governor’s Award of Excellence in 2022 and North Carolina Division of Services for the Deaf and Hard of Hearing Exceptional Leadership Award in 2021.
